Cumberland's First Town Clerk

Meet Cumberland's first Town Clerk, Herbert S. Foster, Sr. In 1949, after a plea by selectmen to expand the select board and hire a clerk, Foster was appointed to the newly created position and elected Town Clerk and Town Treasurer. Foster served in all three positions until 1973, when the new council-manager form of government was instituted in Cumberland.
