ADVERTISEMENT: NOTICE TO CONTACTORS
TOWN OF CUMBERLAND, MAINE

PROJECT: MIDDLE ROAD IMPROVEMENTS AND WATERLINE EXTENSION

Sealed proposals for Middle Road Improvements and Waterline extension shall be addressed to Mr. William R. Shane P.E., Town Manager, Town of Cumberland (Owner).  The outside of the envelope shall have the name of the Bidder and Project Name.  Proposals shall be received until 3:00 PM on January 17, 2017, at which time they will be publicly opened and read.  There is a mandatory Pre-bid Meeting at 3:00 PM on December 28, 2016 at Cumberland Town Hall – Council Chambers.

Vendor to place the attached "SEALED BID LABEL" to the outside of the proposal envelope. 

Improvements to 1.6 miles of Middle Road between the Tuttle Road intersection and the Town of Falmouth line.  Work to include excavation, placing and grading of fill material, construction of gravel base, placement of pavements, installation of piping, placement of drainage, seeding and mulching, installation of catch basins, installation of 12-inch ductile iron water main, and modifications of existing catch basin(s), as detailed in the Scope of Work.  Bid Alternates include trench work for the installation of an 8-inch SDR 11 HDPE natural gas main.

Plans and specifications and other Contract Documents may be obtained on or after December 20, 2016 for $150.00 at Sevee & Maher Engineers, Inc., 4 Blanchard Road, Cumberland, ME 04021. Please contact Daniel Diffin, P.E. at (207) 829-5016 to request a set of contract and bidding documents. 

All bids must be made upon the forms provided.  No bid bond is required.  The successful Bidder will be required to provide a Contract Performance Surety Bond and a Contract Payment Surety Bond, each for 100 percent of the contract price.

The “State of Maine, Department of Transportation, Standard Specifications, Revision of November 2014” and Portland Water District Construction Specifications will govern all work.

The Owner reserves the right to reject any and all bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids.  Discrepancies between words and figures will be resolved in favor of words.
