ADVERTISEMENT: NOTICE TO CONTRACTORS
TOWN OF CUMBERLAND, MAINE

1. PROJECT NAME: Town of Cumberland Woodwaste/CDD Landfill Closure

2. RECEIPT OF BIDS
The Town of Cumberland, Maine will receive sealed bids, endorsed on the outside of the envelope with the name of the bidder, project name, and bid number, at the Town of Cumberland Office, at 290 Tuttle Road, Cumberland, Maine, 04021, until 1:00 p.m. (prevailing time) on Tuesday, March 7, 2017 at which time the bids will be publicly opened and read.

3. LOCATION: 23 Drowne Road, Cumberland, Maine

4. PROJECT DESCRIPTION
The project consists of landfill closure activities at the above property in Cumberland, Maine.  Work includes:

  1. Construction of necessary erosion control mechanisms shown on the engineering drawings and as required by MEDEP Best Management Practices;
  2. Regrading and repositioning of existing waste to achieve proper waste grades;
  3. Placement of a landfill cover system, including gas vent sand, barrier soil, and vegetative soil;
  4. Construction of terrace ditch and cover downspout within the landfill cover system;
  5. Construction of grass and riprap channels at the perimeter of the landfill;
  6. Construction of gravel pad on north end of the landfill cover;
  7. Construction of 15-inch diameter storm drains, catch basins, manholes, and associated riprap outlet protection;
  8. Seeding, fertilizing, and mulching all areas disturbed during construction in accordance with specifications contained herein and MEDEP Best Management Practices.

5. PLANS AND SPECIFICATIONS
Plans and Specifications have been prepared by Sevee & Maher Engineers, Inc.  Bidders must obtain sets of plans and specifications upon payment in advance of $100.00 for each set.  Such payment shall not be refunded.  Plans and specifications are available on February 14, 2017 from Sevee & Maher Engineers, Inc. at 4 Blanchard Road, Cumberland, Maine.  Please provide 24-hours of notice if you plan to pick up a set of the documents to (207) 829-5016.

Partial sets will not be issued.  Bids will only be accepted from entities that have purchased a set of plans and specifications.  Bidders requesting that sets of plans and specifications be mailed shall include an additional non-refundable $15.00 for each set for shipping and handling.

11. BIDDER QUALIFICATIONS
Refer to Instructions to Bidders for information regarding qualifications of bidders.

12. CONTRACT TIME
The number of days within which, or the dates by which, the Work is to be substantially completed and also completed and ready for final payment (the Contract Time) are set forth in the Bid Form and the Agreement.

13. ACCEPTANCE OF BID
The Town reserves the right to reject any and all bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids.  Discrepancies between words and figures will be resolved in favor of words.  Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum.

14. MANDATORY PRE-BID CONFERENCE
There is a mandatory Pre-bid Meeting at 3:00 PM on February 21, 2017 at Cumberland Town Hall – Council Chambers at 290 Tuttle Road, Cumberland, Maine.
